Mr. Turner’s experience includes representing the Commonwealth of Pennsylvania and its related agencies and commissions, the City of Philadelphia and its related agencies, the Philadelphia Housing Authority, Delaware State Housing Authority, the State of Ohio, City of Cleveland, Ohio and a number of underwriters and banking institutions.
Mr. Turner’s career includes acting as bond counsel, underwriters’ counsel, issuers counsel and trustee’s counsel in more than 70 transactions totaling more than $7.5 billion in original principal amount. From 2006- 2010, Mr. Turner acted as bond counsel and general counsel to Delaware State Housing Authority in 14 single family mortgage revenue bond issuances. Mr. Turner’s public finance experience also includes acting as counsel in general obligation and revenue bond and note issuances, taxable and tax-exempt offerings, and fixed rate and variable rate bond financings and restructurings in addition to issuances enhanced with bond insurance or bank issued letters of credit. Mr. Turner’s public finance practice has largely focused on single family housing revenue bonds and in 2007, Mr. Turner drafted the Delaware State Housing Authority’s single family revenue draw down bond indenture which was created to recycle bond volume cap from mortgage principal pre-payments.
Mr. Turner also acted as the lead transaction attorney on all of the Delaware State Housing Authority’s low income housing tax credit financings from 2009-2010, in such capacity, Mr. Turner also acted as the lead attorney in implementing the housing programs established by the American Recovery and Reinvestment Act, as well as the New Issue Bond Program authorized by the United States Treasury Department, for Delaware State Housing Authority.
Mr. Turner’s experience also includes acting as counsel in transactions throughout the Commonwealth of Pennsylvania. His representative experience includes acting as Co-Bond Counsel in connection with the issuance by the City of Philadelphia, Pennsylvania of its $184,855,000 City of Philadelphia, Pennsylvania Water and Wastewater Revenue Bonds, Series 2011, acting as Underwriters Counsel in connection with the issuance by the Philadelphia Municipal Authority of its $6,355,000 Tax-Exempt Bonds, Series 2012A and its $6,250,000 Federally Taxable Qualified Energy Conservation Bonds, Series 2012B (Direct Subsidy); and as Co-Underwriters Counsel in connection with the issuance and sale by the Philadelphia Authority for Industrial Development of its $231,185,000 City Service Agreement Revenue Bonds, Series 2012 (Federally Taxable). Moreover, Mr. Turner has acted as counsel in multiple issuances on behalf of the Philadelphia Parking Authority; the Philadelphia Airport, the Philadelphia Gas Works, the Philadelphia Water Department, the Philadelphia Municipal Authority, the Philadelphia Authority for Industrial Development and the School District of the City of Philadelphia. In October 2012, Mr. Turner acted as special counsel to Pennsylvania Economic Development Finance Agency, in connection with the issuance and sale by the Pennsylvania Economic Development Financing Authority of its $2,827,405,000 Unemployment Compensation Revenue Bonds, consisting of $1,430,435,000 Unemployment Compensation Revenue Bonds Series 2012A, $1,096,970,000 Unemployment Compensation Revenue Bonds, Series 2012B and $300,000,000 Unemployment Compensation Variable Rate Demand Revenue Bonds, Series 2012C. This issuance remains the largest tax exempt bond issuance in the history of the Commonwealth.
Prior to establishing Turner Law, P.C., Mr. Turner was counsel to The Smyler Firm from 2010 to 2013, an associate in the real estate practice group at Drinker Biddle & Reath LLP from 2009-2010, and an associate in the real estate and affordable housing practice groups at Wolf Block LLP from 2006 to its dissolution in 2009. Mr. Turner’s public finance practice began at the minority owned law firm, Forbes, Fields & Associates, Co., L.P.A. in Cleveland, Ohio in 2003. Mr. Turner is a graduate of the College of Wooster, B.A. 1994, Temple University, M.A. 1996 and Howard University School of Law, J.D. 2001.
An attorney licensed in both Pennsylvania and Ohio, Mr. Turner was elected to the Board of the Pennsylvania Association of Bond Lawyers in May 2013.
